The FSIC Minority Policy Priorities Task Force (MPPTF) aims to counteract harmful special interest influences by advocating for policies that reflect the actual needs and priorities of minority communities.  These priorities include policies affecting contracting opportunities, fairness in venture capital investment, relief from insulin deserts, access to government funding, the renewal of voting and civil rights protections, criminal justice reforms, and appraisal equity. By focusing on these areas, the task force seeks to restore the power and influence that African American and minority communities should wield in shaping policies that directly affect their lives, thereby fostering a more inclusive and representative democratic process.

Brad Anderson

CEO Global Risk Management, Co-Chair MPPTF

Mr. Anderson is CEO and President of Global Risk Managers, Inc. (Global). He has been an executive in the infrastructure insurance industry as an agent, consultant, and underwriter for over 30 years. Global, founded in 1991, provides risk management services to public and private entities. Global develops and implements sophisticated risk management programs for federal, state, land local governments to effectively manage the safety and risk exposure associated with mega construction operations through the use of Owner Controlled Insurance Programs (OCIPs).

Mr. Anderson, served as the exclusive OCIP Consultant to the American Association of State Highway and Transportation Officials (AASHTO) through AASHTO’s selection of Global as its broker of record to design, market, implement and administer OCIPs to AASHTO’s member state departments of transportation.

Mr. Anderson, is working to significantly expand the resources of minority contractors and support disenfranchised communities through a proven, sustainable platform called Owner Controlled Insurance Programs (OCIP).  The architect of Global’s economic justice program was the late Congressman John Lewis.

Rev. Peter J. Spann

JD, M.Div.

Rev. Spann is the Pastor of the Carron Baptist Church in Washington, DC. The church’s motto is: Where love is shown, and God’s truth is made known! As a visionary pastor and leader, Rev. Spann emphasizes spiritual growth, pastoral care, cultural identity, community outreach and social justice to connect the community and the church while facilitating change in the surrounding neighborhoods. He led the church in a revitalization project that included installing an elevated lift and enhancing both the sanctuary lighting and the media ministry. Additionally, Rev. Spann has led the church in giving away backpacks filled with school supplies, coats during the winter, serving Thanksgiving Day and Christmas season meals to the community, hosting a job training program, and collaborating with community leaders to help curb neighborhood violence.

In addition to serving as pastor of the Carron Baptist Church, Rev. Spann works as a Housing Justice Attorney for the Community Legal Services of Prince George’s County. He provides full scope representation in the Eviction Protection Unit to low-income tenants. Rev. Spann views both his legal work and ministry as callings to continue the work of Christ to fight for justice and usher in the beloved community.
